To respond is the strategy for Generators and Manifesting Generators, roughly seven in ten people. It asks that something show up first: a question, an offer, a piece of work, a person, an object. The Sacral centre then answers, in the body, before the reasons arrive. Classically it is heard as a sound, ah huh for yes and uh uh for no, though it is just as often a pull towards or a recoil away. Deciding by response means committing energy only where that yes is present, and letting the rest go, however sensible the mind finds it.
