Costa Rican politician and journalist, president of Costa Rica from 1949 to 1953. He led the opposition in the elections of February 8, 1948, in which he defeated former President Rafael Angel Calderon Guardia. The Electoral Tribunal declared provisionally elected President, but the Constitutional Congress, where Calderon’s party prevailed and their communist allies, annulled on 1 March presidential elections, the presidential ballots have been burned in a fire not clarified. Ulate was arrested and imprisoned in the penitentiary, but he regained his freedom through the intervention of Archbishop Victor Sanabria Martinez and the American Ambassador. civil war broke out in 1948, which ended with the defeat of the government of Teodoro Picado Michalski and the rise to power of a Governing Board chaired by José Figueres Ferrer, which won power for eighteen months. This called for a Constituent Assembly that drafted the current Constitution of the Republic of Costa Rica in 1949 and ratified the election of Otilio Ulate Blanco and decided to exercise power from 1949 to 1953. He was a candidate for the Presidency of the Republic in 1962 and Ambassador of Costa Rica in Spain from 1970 to 1971. The Legislative Assembly declared Meritorious of the Patria in 1974. His principal writings were collected and published by his eldest daughter, Olga Marta Red Ulate in a volume entitled In light of the moral policy.
He was a member of the Costa Rican Language Academy from 1941 until his death on 27 October 1973.
