American Republican politician, a United States Navy admiral and former Chief of Naval Operations who served as the United States Secretary of Energy during the George H. W. Bush administration, also chairing U.S. government commissions on HIV/AIDS and ocean policy. Watkins also served on the boards of various companies and other nongovernmental organizations and as the co-chair of the Joint Ocean Commission Initiative.
Watkins married twice and had six children. He died of congestive heart failure on 26 July 2012 at age 85 in Alexandria, Virginia.
