American lawyer and politician, he was a Democrat who served in the Iowa House of Representatives from 1969 to 1973. Skinner went to Drake University, University of Iowa, and received his law degree from Drake University Law School. He practiced law in Altoona, Iowa and was the city attorney for the cities of Altoona and Pleasant Hill, Iowa. He died in Des Moines on 12 January 2015, aged 78.
