          Charles Victor Grahmann's Biography

          American Roman Catholic bishop who served as the sixth Bishop of the Roman Catholic Diocese of Dallas, Texas from 1990 to 2007.
          On 17 March 1956 Grahmann was ordained as a priest in San Antonio, Texas. He was named Auxiliary Bishop of San Antonio on 30 June 1981 by Pope John Paul II, with the titular see of Equilium. The Pope appointed him the first bishop of the newly created Diocese of Victoria, Texas on 13 April 1982. In 1989, Grahmann was appointed Coadjutor Bishop of the Diocese of Dallas, Texas, and he became Bishop of Dallas on 14 July 1990.
          During his tenure, the scandal of Rudolph Kos, a paedophile priest of the Dallas Diocese, came up. In April, 1992, a therapist had told officials of the diocese that Kos was a “classic textbook pedophile”. However, Bishop Charles Victor Grahmann acknowledged he did not read this record, and allowed Kos to have access to children for almost one full year more. The last documented incident of abuse was 11 months later.
          Bishop Grahmann and his predecessor were held not to have investigated the allegations against Kos and of trying to cover things up. On 10 July 1998 the Roman Catholic Diocese of Dallas settled their appeal of a $120 million court verdict and agreed to pay $23.4 million to eight former altar boys and the relatives of a ninth who had claimed they were sexually abused by Kos. Bishop Grahmann issued a written apology when this settlement was announced.
          On 15 July 2006, his 75th birthday, Grahmann offered the Vatican his letter of resignation as bishops are traditionally invited to do at that age. He continued to serve until 30 April 2007. He died on 14 August 2018, aged 87, in San Antonio, Texas.
