Arturo Garcia Garcia's Biography
Peruvian diplomat and politician. He was foreign minister from November 1979 to July 1980. He was the last foreign minister of the Revolutionary Government of the Armed Forces. He studied law at the National University of San Marcos. He entered the diplomatic service as Third Secretary in 1939 then began what became a long diplomatic career. He was Ambassador in Canada, Chile, Italy, Greece and Ecuador (the latter twice, 1963 and 1977). In addition, integrated missions accredited in the United States, Cuba, Switzerland, Britain and France. In 1979 he was appointed Minister of Foreign Affairs, replacing Ambassador Carlos Garcia-Bedoya. He drived the Peruvian Foreign Ministry in a difficult time of political transition and return to democracy. His management was sober, continuing the policy of his predecessor with regard to promoting a leading and active participation of Peru in the international arena. After completing his tenure in 1980, he continued as a distinguished member of the Advisory Council on Foreign Relations and the Peruvian Society of International Law, the latter institution of which he was president from 1986 to 1988.
He died in Lima in October 2004.
